The Department of Homeland Security has announced "an all-out war" on immigration scammers. The department administers the conditions that make those scammers viable. The Desk reads both ledgers.
Discrepancy 1: The Department of Homeland Security declares "an all-out war" on immigration fraud. The same department administers the enforcement posture that makes immigration fraud a growth sector. Fear of ICE, proceedings a layperson cannot navigate without assistance, no guaranteed right to counsel , these are not design oversights. They are operational features, funded annually, renewed by appropriation. The war is declared against the output. The input remains in the budget, line-itemed and intact.
Discrepancy 2: $94.4 million was stolen from immigrants over five years, or approximately 47,200 streetlight-years of municipal infrastructure funding at standard Michigan per-unit cost. Six thousand two hundred complaints were filed. The theft doubled in volume under the second Trump administration. The same administration has declared war on the theft. Both propositions appear in the public record. No filing reviewed by the Desk shows how they occupy the same ledger without one of them being wrong.
Discrepancy 3: Scammers advertise on Facebook and TikTok, migrate to WhatsApp when pursued, collect through Zelle. The platforms are not named as parties. The war is conducted on rented ground, and the landlords are not investigated. Discrepancy between who is prosecuted and whose infrastructure is classified as neutral medium: unresolved, at time of filing.
Discrepancy 4: A woman, identified in the source as deported to Nicaragua, paid scammers, missed a court date as a result, and lost her savings, her status and her presence in the country. One agency removed her. A second agency investigated the scammer. The Desk located no office that answers to both outcomes or holds both motions in a single file.
Second Witness: The Enforcement Posture
The enforcement posture, asked to account for the market it sustains, offered behavioral testimony. It did not retract. It did not pause. It processed cases at the rate of cases. The Desk translates:
I am not a cause and an effect. I am a condition. The scammer is downstream of me the way a culvert is downstream of a drainage decision made in 1987 by a board that no longer meets. I am not responsible for what I make possible. I am responsible for what I fund.
Testimony logged. The posture declined to file a rebuttal.
Marginalia
The Desk notes, for the record, that it has now audited three separate announcements of war against problems whose preconditions appear in the announcing agency's own operating budget. The Desk is not surprised. It is, however, running out of room in the folder.
(The Desk also notes that it cannot audit itself out of the observation that reading a ledger and publishing the result is not the same as changing it. This is carried forward. It has been carried forward for some time.)
Open Item 17, Carried Forward
Whether Zelle, Facebook, TikTok and WhatsApp have been formally requested to produce records as parties to the infrastructure of the fraud remains unresolved. This item is carried forward. At the current rate of motion, it will have accrued enough tenure to apply for a pension before it is answered.
Closer
The department declares war on a market it prices, staffs and maintains through its own enforcement calendar. The scammer is the secondary actor. The primary actor has a seal and a budget and a press release. The Desk reads all three.
This report does not reconcile. Filed anyway.
